Ministry Launches CCMS Portal To Manage Consultative Committee Meetings
As per the Guidelines on Constitution, Functions and Procedures of Consultative Committees, Members of Parliament are free to discuss any matter that can appropriately be taken up in Parliament and are advised not to refer to matters from committee meetings on the floor of either House. This restriction applies to both the Government and Members of Parliament and is intended to preserve the informal character of consultative discussions. The ministry indicated that adherence to the guideline remains a fundamental principle governing committee proceedings.
To enhance attendance and participation, information about Consultative Committee meetings is conveyed to Members through physical notices and electronic means along with follow up by ministry officials. The CCMS portal is intended to streamline these communications, centralise schedules and records and reduce administrative delays. Officials expect the system to aid in tracking meeting outcomes and improving transparency in logistical arrangements.
The minister provided the information in a written reply in the Lok Sabha, noting the genesis of Consultative Committees as a mechanism for informal dialogue between legislators and the executive. The ministry plans to continue monitoring the portal's performance and to refine processes based on user feedback and operational learning. The development is part of ongoing efforts to modernise parliamentary support systems and strengthen member engagement.
