The Ministry of Statistics and Programme Implementation operationalised PAIMANA (Project Assessment, Infrastructure Monitoring and Analytics for Nation-building) on 25 September 2025 and has launched a Performance Monitoring Dashboard to track infrastructure across sub-sectors. The system replaces the earlier OCMS-2006 and is presented as a tool to strengthen data driven governance and evidence based policymaking in the infrastructure domain.

The dashboard monitors 116 indicators across eleven sectors and twenty eight sub indicators, covering civil aviation, roads, power, ports, telecommunications and railways. The revamped framework shifts focus from simple output measures to five dimensions of performance: access, quality, fiscal cost and revenue, utilisation and affordability, thereby enabling more holistic analysis and targeted policy interventions.

Key sector highlights on the dashboard show that civil aviation passenger traffic reached 202 million (mn) in fiscal year 2025–26 up to September while cargo handled stood at 1.98 million (mn) t. Passenger load factor was 81.8 per cent and weight load factor 75.6 per cent. In power, plant load factor was 69.5 per cent for thermal plants and 79.1 per cent for nuclear, captive generation was 232,629 GWh and peak demand of 2,301,708.6 MW was almost fully met with a 0.03 per cent deficit.

Telecommunications infrastructure comprised 0.848 million (mn) towers and tele density improved to 91.7 with year on year growth of 7.8 per cent. Road transport recorded 11.44 million (mn) FASTags and electronic toll transactions rose to 2.825 billion (bn), indicating wider adoption of cashless tolling. Railways showed passenger train kilometres of 835 million (mn) with a punctuality index of 77.1 per cent. Ports data indicated a fleet of 1,545 vessels and inland waterways length of 29,267 km.

MoSPI said the dashboard will be updated quarterly to enhance transparency, efficiency and accountability in infrastructure monitoring, with the next update scheduled for 16 July 2026. The initiative is intended to support sustainable and inclusive infrastructure development.
