NITI Aayog Launches Electric Mobility Progress Index

NITI Aayog has introduced the India Electric Mobility Index (IEMI), a pioneering tool designed to benchmark and monitor the performance of States and Union Territories (UTs) in achieving their electric mobility objectives.
The report was unveiled by NITI Aayog Member Shri Rajiv Gauba in the presence of CEO Shri B.V.R. Subrahmanyam, Heavy Industries Secretary Shri Kamran Rizvi, Distinguished Fellow Shri O.P. Agarwal, and Programme Director – E-Mobility Shri Sudhendu Sinha, along with other dignitaries.
The IEMI evaluates the performance of all Indian states and UTs using 16 indicators spread across three core themes: Transport Electrification Progress (capturing EV adoption), Charging Infrastructure Readiness (assessing support infrastructure), and EV Research and Innovation Status (analysing supply-side R&D initiatives). Each region is scored out of 100.
The Index is intended to foster healthy competition, encourage the exchange of best practices, and assist policymakers in crafting more effective local strategies aligned with national decarbonisation goals. It is particularly aimed at supporting India’s ambition to reduce transport sector emissions and achieve net-zero emissions by 2070.
Shri Rajiv Gauba stated that the IEMI provides a transparent, comparative framework for states to measure progress in electrification, infrastructure, and innovation. He highlighted that the tool enables benchmarking, gap identification, and cross-learning among states.
NITI Aayog CEO Shri B.V.R. Subrahmanyam added that the Index is a continuation of NITI Aayog’s leadership in India’s EV transition, supporting the broader vision of a decarbonised and energy-secure economy.
