North East Gets Rs 6.6 Billion Boost via PM-DevINE, NESIDS

The Ministry of Development of North Eastern Region (MDoNER) is implementing several key schemes aimed at accelerating the region’s socio-economic growth, as shared by Minister of State Dr Sukanta Majumdar in a written Lok Sabha reply.

1. PM-DevINE Scheme:

The Prime Minister’s Development Initiative for the North Eastern Region (PM-DevINE) was launched in the 2022–23 Union Budget with an initial outlay of Rs 1.5 billion. The scheme has a total budget of Rs 6.6 billion for the period 2022–23 to 2025–26. It aims to:

  • Fund infrastructure projects aligned with PM GatiShakti
  • Support social development needs
  • Promote youth and women’s livelihoods
  • Address development gaps across sectors

2. NESIDS – Roads:

The North East Special Infrastructure Development Scheme (NESIDS) for roads, introduced in 2017–18 and extended till March 2026, fills critical gaps in road infrastructure not covered by other ministries. It prioritises road access to remote areas, market connectivity, and security infrastructure, including bridges and auxiliary works.

3. NESIDS – OTRI (Other Than Road Infrastructure):

Also launched in 2017–18 and extended till 2026, this component includes uncompleted projects from older schemes like the Non-Lapsable Central Pool of Resources (NLCPR) and Hill Area Development Programme (HADP). It supports infrastructure projects in primary and secondary healthcare and education, civil aviation, industrial development, sports, water supply, waste management, and telecom, for projects ranging from Rs 50 million to Rs 500 million.

4. Schemes of the North Eastern Council (NEC):

Extended till March 2026, NEC schemes continue to promote regional development in all eight North Eastern states. Focus areas include bamboo and piggery development, regional tourism, higher education, tertiary healthcare, and livelihood projects. Projects are selected, sanctioned, and monitored jointly by MDoNER, NEC, and respective state governments, and implemented through designated agencies.

These initiatives are central to the Centre’s commitment to inclusive, region-specific growth and capacity-building across the North East.
