The Government has spent Rs 91.95 billion through various schemes of the Ministry of Development of North Eastern Region (MDoNER) since 2021, covering sectors such as road infrastructure, healthcare, education, civil aviation and power.

Driven by the ‘Act East, Act Fast, Act First’ approach, the Ministry is undertaking proactive measures to transform the North Eastern Region (NER) into a key growth engine for the country. Under the 10 per cent Gross Budgetary Support mechanism, all non-exempted ministries and departments are mandated to allocate at least 10 per cent of their budgetary outlay for development in the NER.

Over the last four financial years, cumulative expenditure in the region has reached Rs 3.46 trillion against a total allocation of Rs 3.20 trillion across various sectors. In 2021–22, actual expenditure stood at Rs 708.74 billion against a revised estimate of Rs 684.4 billion. This increased to Rs 826.91 billion in 2022–23 against a revised estimate of Rs 725.40 billion, and Rs 1027.49 billion in 2023–24 against Rs 918.02 billion. For 2024–25, expenditure reached Rs 897.34 billion compared to a revised estimate of Rs 877.36 billion.

Overall, actual spending during the period amounted to 107.97 per cent of the revised estimates, reflecting accelerated implementation of development programmes in the region.
