Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences Dr Jitendra Singh recently inaugurated the shore-based laboratory of the CSIR–National Institute of Oceanography (NIO), Regional Centre, in Visakhapatnam, describing it as a clear example of the ‘double engine government effect’ driven by coordinated Centre–State efforts.

The Rs 320 million facility, delayed for nearly two decades, was completed within about a year after renewed momentum following alignment between the Central and Andhra Pradesh governments. The Minister said the project’s completion demonstrates how governance coordination can significantly accelerate infrastructure delivery.

Highlighting its strategic importance, Dr Singh said the new CSIR-NIO centre will play a key role in advancing India’s Blue Economy vision, marine science research, coastal resilience and energy security. He noted that Andhra Pradesh’s long coastline and the geologically diverse Eastern Continental Margin offer strong potential for hydrocarbons, seabed minerals, oil and natural gas.

The Visakhapatnam centre is expected to support offshore energy exploration, disaster management, climate studies and marine biodiversity research. Dr Singh said CSIR-NIO is already collaborating with organisations such as ONGC and Oil India, while also supporting sectors including ports, fisheries, pharmaceuticals and thermal power projects.

He added that the facility will contribute to livelihood enhancement through initiatives such as identification of potential fishing zones, seaweed cultivation and early warning systems for harmful algal blooms. The centre will also serve as a hub for capacity building, skill development and nurturing startups in the marine and coastal domain.

The shore-based laboratory has been developed on a 3.25-acre campus at Yendada village, Rushikonda, with a built-up area of about 4,550 sq m. Constructed by CPWD, the project commenced in November 2024 and was completed in December 2025, reinforcing India’s push towards self-reliance in marine research and offshore resources.
