The Semicon India programme has advanced with government approval of 10 major semiconductor manufacturing projects as part of a strategy inspired by the Prime Minister's vision of Atmanirbhar Bharat and Make in India, Make for the world. The programme aims to establish a complete ecosystem from design through fabrication, assembly, testing and packaging. The initiative carries a total outlay of Rs 760 bn and seeks to support domestic demand while enabling exports.

The Government has approved projects with envisaged investments of about Rs 1.6 tn, encompassing two fabs and eight packaging units, and pilot production has begun at four sites. The India Semiconductor Mission (ISM) has been constituted as the nodal agency to appraise proposals and coordinate advice from experts. The programme has supported chip design startups, seen tapeouts and venture capital activity, and provided electronic design automation access at some 350 universities for about 65,000 engineers.

The annexure lists specific investments, including a Rs 225.16 bn Micron facility in Gujarat with production near 14 mn units per week and a Rs 915.26 bn Tata facility in Gujarat planning about 50,000 wafer starts per month; a separate Tata project in Assam involves Rs 271.2 bn and enlarged packaging capacity. Other approvals cover assembly, advanced packaging and silicon carbide fabrication across multiple states, with notable allocations supporting wire bond interconnects, flip chip assembly and three dimensional heterogeneous integration. Smaller expansions and specialised plants were also sanctioned in Punjab and Andhra Pradesh.

The National Association of Software and Services Companies (NASSCOM) estimates place total IT sector revenue for 2024-25 at USD 283 bn, with exports of USD 224.4 bn and domestic revenue of USD 58.2 bn, and the ministry said that efforts are under way to promote growth beyond major cities. Foreign direct investment data for computer software and hardware and services are published by the Department for Promotion of Industry and Internal Trade and details of approved ISM projects have been reported publicly.
