Shiva Cement, a subsidiary of JSW Cement of the JSW Group, has received modified environmental clearance and consent to operate for the Khatkurbahal (North) Block limestone and dolomite mines at Biringatoli, Kutra in Sundargarh district, Odisha. The approval expands the scope of the mine to include the mining of dolomite at a capacity of two point four million (mn) tonnes (t) per annum. The block holds total dolomite resources of 89.09 mn t, of which 48.27 mn t is assessed as mineable.

The clearance enables Shiva Cement to commercially undertake mining and sale of dolomite from the block and marks the commencement of revenue generation from its dolomite operations. Dolomite is a key input across steel, cement, glass, refractories and allied industries, and the sanction opens a merchant sales stream for the company while strengthening raw material security within the JSW ecosystem. The development is expected to diversify supply sources and support processing operations in the region.

Manoj Kumar Rustagi, Whole-time Director and Chief Executive Officer of Shiva Cement, said the expanded scope at Khatkurbahal (North) would allow the company to unlock more value from a mineral resource it operates and that being able to commercialise two point four million (mn) t a year beyond the existing product slate would provide a new revenue stream. He added that the move would deepen the company's presence in Odisha's mineral economy and reinforce the raw material security that underpins growth in eastern India. The company indicated that merchant sales and internal consumption would together shape immediate offtake plans.

Shiva Cement's clinker manufacturing facility sits at the border of three Indian states - Odisha, Chhattisgarh and Jharkhand - offering proximity to the raw materials required for production. In FY26 the company commissioned a one million (mn) t cement grinding unit at Sambalpur in Odisha under a commercial arrangement with Bhushan Power and Steel Limited with the objective of meeting growing cement demand in the region. Management said the new capacity complements the dolomite approval in securing feedstock and logistics synergies.
