TRAI Reviews Mobile Network Performance Across Mumbai
The tests were carried out between 3 and 7 November 2025, spanning 320.2 km. This included city drives, hotspot locations, walk tests, coastal routes and local railway corridors. Network performance of 2G, 3G, 4G and 5G services was analysed to reflect user experience across different handset capabilities. The findings have been shared with all concerned telecom service providers for necessary action.
Voice service assessment showed Airtel and RJIL recording high call setup success rates, while MTNL’s performance remained significantly lower. Call drop rates were lowest for Airtel and RJIL, with higher levels observed on MTNL and VIL networks. Mean Opinion Scores indicated stronger voice quality on 4G and 5G networks, particularly for Airtel and VIL.
Data performance highlighted the impact of 5G availability, with RJIL recording the highest average download and upload speeds, followed by Airtel and VIL. MTNL’s performance reflected the absence of 4G and 5G services. Latency levels across operators remained within acceptable ranges.
The assessment covered high-density areas including Colaba, Dadar, Dharavi, Bandra East, Kurla, Chembur, Ghatkopar and Mankhurd. Stationary user experience was evaluated at major locations such as railway stations, hospitals, metro stations, markets and public spaces. Walk tests captured network behaviour in crowded pedestrian zones, while local railway and coastal drive tests assessed continuity of service along key transit routes.
TRAI stated that all tests were conducted using calibrated equipment and standardised protocols in live environments. The detailed report is available on the TRAI website.
