The Uttar Pradesh government unveiled a comprehensive blueprint allocating Rs 29 billion (bn) for development of smaller towns across the state. The plan outlines measures to strengthen urban infrastructure and basic services in municipal small towns and peri-urban centres. The document sets out objectives to enhance water supply, sanitation, solid waste management and local transport to improve quality of life for residents.

Funding under the blueprint is earmarked for upgrades to roads, stormwater drainage and public utilities, alongside support for affordable housing and digital connectivity. Resources will be channelled through urban local bodies, state implementing agencies and designated project management units to ensure coordinated delivery. The programme includes measures for capacity building of municipal staff and reforms to municipal finance to bolster revenue and planning.

The government described a phased implementation approach that will prioritise towns based on population, infrastructure deficits and development potential. Project design will incorporate technical assistance, standardised procurement and performance monitoring frameworks to track progress and accountability. The blueprint anticipates co-financing arrangements with central government schemes and engagement with private sector partners for selected projects.

Officials indicated that successful execution is expected to improve service delivery, public health outcomes and local economic activity by creating jobs in construction and associated services. The strategy also aims to make smaller towns more attractive for local investment and to strengthen urban governance at the grassroots. The state government will publish guidelines and operational manuals to guide municipalities and partners.

Stakeholder consultations and training programmes are planned to support municipal leaders and staff in implementing the reforms and projects. The blueprint sets out monitoring milestones and reporting requirements to ensure transparency and timely completion of works. The government said it will review progress periodically and adjust interventions as implementation proceeds.
