Uttarakhand State Power Distribution Company (UPCL) has issued three tenders for a total capacity of 100 Megawatt (MW) and 250 Megawatt hour (MWh). The tender package comprises capacities of 41 MW/102.5 MWh, 23 MW/57.5 MWh and 36 MW/90 MWh, and bids for all three projects are due on 15 September 2026. The tender documentation describes the projects as grid-interactive standalone battery energy storage systems to be integrated with the distribution network.

Sites will be located in the vicinity of 33/11 kV substations within the UPCL network, with land identification and allocation to remain the responsibility of the distribution licensee. The procurer may replace or relocate sites without changing the total contracted capacity if implementation constraints arise. The 36 MW/90 MWh package is expected to be sited across eight substations subject to land availability and load-flow analysis.

Bidders are required to provide Operation and Maintenance (O&M) services for 12 years, covering wear and tear, overhauling, insurance and replacement of defective cells, inverters, power conversion units and consumables. The scope includes the integration of a separate module with the Energy Management System (EMS) for optimal dispatch and provision of spares and other parts during the service period. The tender specifies that delivery, installation, testing and commissioning must be completed within 12 months from the effective date of the agreement or the handover of land for right of use, whichever is later.

The 36 MW element will be distributed across Kashipur, Sitarganj, Rudrapur, Ramnagar and Pithoragarh, while the other tenders will be sited across the state as determined by UPCL. The procurer reserves the right to adjust sites to address practical constraints while keeping the aggregate capacity unchanged. The tender submission deadline and the defined O&M regime aim to attract bidders capable of delivering and servicing fleet-level battery assets within the stipulated timeframes.
