Vice-President of India, Shri C. P. Radhakrishnan, addressed delegates at the 3rd edition of the International Strategic Engagement Programme (IN-STEP) held at the Vice-President’s Enclave in New Delhi.

IN-STEP serves as a key dialogue platform for senior national security officers from India and friendly foreign nations. The current edition hosts 44 delegates, including 32 international participants representing 24 Global South countries.

Commending the joint efforts of the National Defence College, National Security Council Secretariat, Ministry of External Affairs, and Ministry of Defence, Shri Radhakrishnan noted that the initiative reflects India’s G20 Presidency commitment to deepen cooperation among Global South nations.

He remarked that in today’s interconnected world, where ideas and challenges transcend borders, international engagement has become a shared responsibility. Addressing issues such as climate change, artificial intelligence, public health, and economic development, he called for collective, empathetic, and strategic collaboration.

Describing IN-STEP as a “symbol of global partnership”, the Vice-President encouraged nations to think globally, act cohesively, and move forward together towards shared prosperity. He further highlighted the evolving nature of national security, noting the increasing complexity of transnational threats such as terrorism, cybercrime, and narcotics trafficking — compounded by economic and social challenges.

Shri Radhakrishnan also emphasised the responsible use of emerging technologies like Artificial Intelligence, Big Data, and automation, underscoring the need to balance innovation with protection, openness with vigilance, and progress with preparedness.

Drawing from India’s civilisational ethos of Vasudhaiva Kutumbakam — “the world is one family” — he said this philosophy continues to guide India’s diplomacy, technological advancement, and sustainable development. He urged delegates to view themselves as agents of change and global citizens committed to ethical leadership and collective progress.

Concluding his address, the Vice-President expressed confidence that IN-STEP would continue to nurture strategic thinkers capable of shaping a more secure, ethical, and united world — one where cooperation triumphs over competition and ideas move faster than conflict.
