Way Cleared For Deemed Conveyance Of 70,000 Societies In Maharashtra

The Maharashtra government has initiated steps to expedite deemed conveyance for around 60,000 to 70,000 co-operative housing societies across the state, aiming to facilitate self-redevelopment and ensure timely implementation of tax concessions and incentives. Maharashtra currently has around 0.115 million (115,000) registered co-operative housing societies, of which nearly 60,000 to 70,000 are yet to obtain deemed conveyance. The initiative seeks to remove procedural bottlenecks that have delayed title transfers for decades.

A special meeting chaired by Revenue Minister Chandrashekhar Bawankule was held at Mantralaya to discuss issues faced by co-operative housing societies and to direct departmental coordination. MLAs Pravin Darekar and Sanjay Kelkar attended and officials from the Revenue, Co-operation, Land Records and Inspector General of Registration departments were asked to streamline the process. The minister directed that the name of the concerned registered housing society should be recorded directly on the property card or in the other rights section of the 7/12 land record where applicable.

The meeting reviewed societies under the Maharashtra Housing and Area Development Authority and officials were told that although the government has abolished the non-agricultural assessment tax for co-operative societies under MHADA the levy persists in some locations. Ministers instructed officials to resolve instances where the tax continues to be collected and to formulate clear procedures for flats reserved under the Urban Land Ceiling provisions. The minister also ordered preparation of simplified standard drafts for work contracts and development agreements to facilitate redevelopment projects.

The Housing Department was directed to submit a proposal to the Finance Department for a four per cent concession while the Inspector General of Registration was asked to clarify registration-related issues. Officials were instructed to implement tax concessions and a 10 per cent incentive in accordance with the 2019 government resolution to improve viability of self-redevelopment schemes. The measures are expected to provide relief to thousands of societies that have awaited deemed conveyance and faced financial and procedural hurdles.
