The Uttar Pradesh chief minister ordered the formation of an expert panel to investigate widespread complaints of overbilling linked to newly installed smart meters. The panel was instructed to review meter data, examine installation practices and identify technical or procedural causes behind discrepancies in consumer bills. The state energy department was asked to prioritise the inquiry and to coordinate with distribution companies to ensure rapid access to required records and equipment.

The committee was directed to conduct technical audits of meters and to establish whether faults, calibration errors or tampering had contributed to elevated readings. It was also asked to assess billing algorithms and data transmission integrity to determine if systemic issues had affected multiple consumers. Officials were instructed to compile findings in a time bound report and to recommend remedial measures including recalibration, replacement or billing adjustments where faults were confirmed.

The chief minister emphasised the need to protect consumer interests and to restore public confidence in the rollout of advanced metering. The order required distribution companies to set up grievance redress mechanisms and to provide clear channels for consumers to report suspected overbilling and to seek timely rectification. Authorities were urged to ensure transparency in the audit process and to keep the public informed of corrective steps and expected timelines.

The state energy minister said that consumers found to have been overcharged would receive adjustments and that any responsibility on the part of vendors or contractors would be investigated. The panel was to consult independent experts and to recommend technical standards for deployment and testing of smart meters across the state. Officials indicated that interim measures could include targeted inspections and temporary safeguards to prevent further anomalies.
