Imphal Ring Road Project Advances as Land Acquisition Nears Completion

Manipur Chief Minister Yumnam Khemchand Singh said the Imphal ring road project is advancing as land acquisition has been nearly finalised, with a single section in Imphal East District at Khurai Ipum Pat still pending. He made the statement during the morning of the eighth session of the twelfth Manipur Legislative Assembly on September seven. The chief minister attributed earlier delays to law and order problems and difficulties in acquiring plots.

He reported that Rs. 105 crore has been paid in land compensation and that a further Rs. 60 crore is due to be disbursed shortly. For clarity, Rs. 105 crore equates to Rs. 1.05 bn and Rs. 60 crore to Rs. 600 mn. The project is funded by the Asian Development Bank (ADB), and the tendering process has been completed in line with ADB guidelines and approvals. The state government has invested Rs. 189 crore in civil works, equivalent to Rs. 1.89 bn, and Public Works Department officials met ADB representatives in August to finalise implementation details.

He addressed a separate motion on education, acknowledging that the Covid-19 lockdown and the events of May three, 2023 severely disrupted the academic environment and that efforts are under way to recover lost instructional time. He confirmed that the University Grants Commission (UGC) 12(B) recognition process is being prioritised and that a proposal was submitted on May 13, 2026. Necessary conditions, including recruitment requirements, are being addressed with the aim of securing the status soon.

Service rules for Manipur Education Services established in 2012 have been revised, with promotion procedures streamlined and amendments from 2022-23 under final review after inspections. Plans include recruiting 1,100 primary teachers.

The state employs about 4,000 teachers and seeks B.Ed. collaboration with Indira Gandhi National Open University (IGNOU). Scholarships for Dhanamanjuri University will need roughly Rs. 14 crore, Rs. 140 mn, and the government is seeking a suitable financial mechanism to provide assistance promptly.
