Kapsch Wins Five-Year Bulgarian Tolling Operations Contract

Kapsch TrafficCom has secured a five-year contract worth EUR 50 million from the Bulgarian Road Infrastructure Authority for the maintenance and operation of Bulgaria’s nationwide tolling and e-vignette system. The mandate was awarded following a competitive tender process and includes scope for additional change requests over the contract period.
Under the agreement, Kapsch TrafficCom will ensure uninterrupted operations and ongoing modernisation of the tolling infrastructure, covering data centres, software platforms and roadside systems. The company will also prepare the system for the introduction of CO₂ emission classes, enabling differentiated toll rates in line with EU requirements.
The contract follows Bulgaria’s entry into the Eurozone on 1 January 2026, for which Kapsch has already implemented the required system adjustments. In parallel, the company continues to operate the section speed control system recently deployed on Bulgarian roads, using the existing tolling infrastructure to enhance road safety and compliance.
Kapsch TrafficCom originally designed and implemented Bulgaria’s current tolling framework, including the passenger vehicle e-vignette system and the satellite-based truck toll system launched in 2019. The GNSS-based distance tolling model for heavy goods vehicles covers more than 16,000 km of roads and has contributed to improved enforcement and revenue performance since implementation.
