The Khiamniungan Students' Union has raised concern over statements in the ninth Nagaland Legislative Assembly about closure of road projects in Noklak district. It referred to the Chendang Saddle–Noklak–Pangsha Road Phase II of 31 km and the Noklak–Thonoknyu via Sanglao project of 59 km. The union said the explanations given did not reflect conditions on the ground and sought clarification.

While accepting prolonged monsoon, difficult terrain and recurring landslides as challenges, the union contested any claim that projects were closed due to unresolved land compensation. A review of records held by the Executive Engineer, Public Works Department Roads and Bridges Noklak Division showed no entry attributing delay or discontinuation specifically to compensation disputes. The union demanded production of any official documents that support such claims.

It sought details on when and where any compensation claims arose, which villages and landowners were involved and the amounts demanded. The union also asked whether formal representations were submitted, which authority oversaw execution and monitoring, which contractors were engaged and how sanctioned funds were utilised. It said weather and terrain may pose challenges but should not be used to justify prolonged non-execution or closure without accountability.

The union questioned the reported refund linked to the Chendang Saddle–Noklak–Pangsha Road Phase II, indicating a sum of Rs 157.097 million (mn). It asked why the scheme remained incomplete more than 14 years after commencement and requested details of physical work done, funds utilised and reasons for non-utilisation of remaining allocations. It sought disclosure of the authorities who recommended and approved the refund and closure.

It rejected any impression that residents obstruct development and said communities had supported projects, including voluntary provision of local materials in 2022. The union urged accountability for contractors that withdraw or wilfully default and called for an open, transparent and fact based discussion with stakeholders.
