L&T Secures LoA for Mumbai & 4A Package CA-234

Larsen & Toubro (L&T) has been awarded the Letter of Acceptance (LoA) by the Mumbai Metropolitan Region Development Authority (MMRDA) for Package CA-234 of Mumbai Metro Line 4 and Line 4A. The 35.2 km corridor will connect Wadala, Kasarvadavali, and Gaimukh, significantly enhancing connectivity across the Mumbai Metropolitan Region.

The contract, valued at approximately Rs 47.88 billion, covers the supply, installation, testing, and commissioning of major metro systems. L&T emerged as the lowest bidder after the financial evaluation round, where NCC was the only other competitor with a bid of Rs 51.15 billion.

Under the contract, L&T will be responsible for delivering five critical systems:

  • Rolling stock: 39 trains (234 coaches, six coaches per train)
  • Communication-Based Train Control (CBTC) signalling and train control
  • Telecommunication systems
  • Platform screen doors (PSDs)
  • Depot machinery and plant (M&P) for the Mogharpada Depot

The scope also includes design, manufacture, supply, installation, integration, testing, and commissioning, along with 15 years of comprehensive maintenance following a two-year defect liability period.

MMRDA had re-invited bids for the contract in February 2024 at an estimated cost of Rs 42.79 billion, with a completion timeline of 3,723 days. After the technical evaluation in February 2025 and financial bid assessment in September, L&T was declared the successful bidder.

The project is expected to boost urban mobility, reduce road congestion, and provide sustainable transport solutions to millions of commuters across Mumbai.
