Indian Railways Invites Rs 4 Cr Tender For One MW Solar At BLW

The Deputy Chief Electrical Engineer/M, acting on behalf of the President of India, has invited open e-tenders for the development of a one megawatt (MW) grid-connected rooftop solar photovoltaic power plant at the BLW Workshop. Issued under tender reference EL-1292-W-1189R1, the project forms part of Indian Railways' ongoing efforts to strengthen renewable energy infrastructure and increase the use of clean electricity in government facilities.

The selected contractor will be responsible for the complete design, supply, installation, testing and commissioning of the rooftop solar power system, which will operate as an on-grid installation without any battery energy storage. The scope of work also includes the provision of an automatic water-sprinkling system to clean the solar panels and improve operational efficiency by reducing dust accumulation. The contract requires adherence to specified technical standards and statutory approvals prior to commissioning.

The total estimated value of the project is Rs 4,02,14,670, or approximately Rs 4.02 crore, which equates to about Rs 40.2 million (mn) on the conversion scale adopted for reporting. The tender conditions give the successful bidder six months from the date of award to complete the work. Procurement will follow a two-packet e-tender system with separate evaluation of technical and financial bids and financial ranking on a single-rate basis with the lowest eligible bidder preferred.

The tender document was uploaded on July 18, 2026, and online bid submission will open on August 4, 2026, with a deadline of August 18, 2026, at 3:00pm. Bidders must use the designated e-tender portal and keep offers valid for at least 90 days. An earnest money deposit of Rs 8,04,300, equal to about Rs 0.80 mn, is required, with exemptions for wholly government-owned public sector undertakings and recognised startups and a 50 per cent concession for registered labour cooperative societies. The successful bidder must furnish a performance bank guarantee of five per cent of the contract value, about Rs 2.01 mn, within 21 days of the letter of acceptance and a security deposit of five per cent will be retained during execution.
