Indian Railways Launches Special Campaign 5.0 for Cleanliness

The Government of India has launched Special Campaign 5.0 from 15 September 2025 to institutionalise cleanliness (Swachhata) and resolve pending matters. The campaign sets targets to be achieved between 2 and 31 October 2025, with the Ministry of Railways fully committed to its successful implementation across Indian Railways.
The Railway Board, led by Chairman & CEO Shri Satish Kumar and senior officials, is closely monitoring preparations to ensure the campaign’s effectiveness. Detailed guidelines have been issued to all field units via a D.O. letter addressed to General Managers and Heads of other Units. A review meeting chaired by the Secretary, Railway Board, with all nodal officers of the campaign was held on 27 August 2025.
Instructions have been circulated to all 17 Zonal Railways, 70 Divisional Offices, 10 Public Sector Undertakings (PSUs), 9 Production Units (PUs), and 9 Central Training Institutes to ensure active participation. Over 150 nodal officers have been designated across Indian Railways to coordinate the initiative, supported by a dedicated WhatsApp group for real-time communication and updates.
During the preparatory phase, targets are being finalised across key campaign parameters, including the clearance of pending references, file reviews, cleanliness drives, e-waste management, and scrap disposal.
The Ministry of Railways is committed to embedding cleanliness as a daily institutional practice and ensuring timely resolution of all pending matters. Through coordinated planning and active engagement across all units, Special Campaign 5.0 aims to be a resounding success.
