On Tuesday, KEC International emerged as the lowest bidder for launching receiving and auxiliary main substations comprising high-voltage cabling works (Package DE-04) for Delhi Metro’s Phase 4 project.

The city’s 65.1 km Phase 4 project is well under construction and comprises one new line of 23.62 km Silver Line and the extension of the Magenta Line of 28.92 km between Janakpuri West to RK Ashram and Pink Line of 12.58 km between Mukundpur to Maujpur.

New receiving substations will be developed at Madhuban Chowk, RK Ashram, Sangam Vihar and Vasant Kunj, while existing substations at Mukundpur, Indraprastha and Rithala will be extended.

Delhi Metro Rail Corporation (DMRC) had floated tenders for package DE-04 in June 2021 with an Rs. 297.90 crore estimate and 36-month completion deadline. Technical proposals were opened in November 2021 to disclose 6 bidders, and during evaluation Linxon and Sterling & Wilson were disqualified.

KEC’s proposal of Rs. 267.98 crore was well below DMRC’s estimate of Rs. 297.90 crore, so they notice a contract being granted in the coming weeks without a long financial bid evaluation term.

This package will be funded by Japan International Cooperation Agency (JICA) through an Rs 8,390 crore loan, which will be put towards funding 44 civil & system packages.
