Kochi Metro Rail has invited bids for a feasibility survey to study development of a Water Metro network in the city. The study will assess viability of integrating waterborne public transport with existing urban transit systems. Authorities intend the survey to provide an evidence base for planning and investment decisions. The initiative is part of broader urban mobility planning.

The survey is expected to examine technical and operational aspects including route suitability, vessel design and terminal locations, and navigation safety. It will evaluate ridership potential and service integration needs to ensure seamless multimodal transfers. Environmental and hydrological assessments will form part of the technical scope to address flood risk and ecological sensitivity. The study will include geotechnical investigations and navigational modelling.

Procurement documents invite multidisciplinary consulting teams with experience in maritime transport, urban mobility and environmental studies to submit proposals. The bidding process will follow established public procurement norms and require firms to demonstrate technical competence and project management capability. Evaluation criteria will focus on methodological rigour, past performance and cost effectiveness. Shortlisted firms may be required to provide sample methodologies and timelines.

Stakeholders expect the feasibility study to clarify potential benefits such as enhanced connectivity across coastal and island communities, reduced road congestion and support for sustainable urban growth. Economic appraisal within the study will consider capital and operating costs against projected social and mobility gains. The survey will also identify regulatory and institutional arrangements needed to implement Water Metro services.

Following bid evaluation, the selected consultant will undertake field surveys, stakeholder consultations and data analysis to prepare detailed recommendations. The results are intended to inform subsequent design, financing and implementation decisions for any Water Metro initiative. Authorities will publish findings and next steps upon completion of the study.
