The Maharashtra government has approved the Rs 23.49 billion Metro Line 11 (Green Line) project, which will link Wadala to the Gateway of India through 14 stations, aiming to reduce congestion in central and south Mumbai. According to a resolution from the state’s urban development department (UDD), the Brihanmumbai Municipal Corporation (BMC) will contribute Rs 2.41 billion and the Mumbai Port Authority (MbPA) Rs 804 million, as the line improves connectivity in their areas. The state and central governments will each provide Rs 3.14 billion.

In case of cost overruns, local authorities are required to arrange additional funding through floor space index (FSI) revenue, transit-oriented development (TOD), or loans from financial institutions, the resolution stated.

“The state has approved a Rs 12.16 billion loan from financial institutions, covering 60 per cent of the project cost. The remainder will be financed by contributions from the state and central governments, BMC, MbPA, and interest-free subordinate debt covering half of the state and central share,” a senior UDD official said.

Metro Line 11 will stretch 17.5 km from Anik Bus Depot in Wadala to SPM Circle near the Gateway of India. Thirteen of its 14 stations will be underground, serving busy areas such as Sewri, Byculla, Nagpada, Bhendi Bazaar, Crawford Market, CSMT and Horniman Circle.

The line will also extend Metro Line 4 (Wadala–Thane–Kasarvadavali), making Wadala an important interchange.

The project requires 20.35 hectares of government land and 2.36 hectares of private land. Originally planned to end at CSMT, the line will now terminate at the Gateway of India.

Fares will start at Rs 10 and increase by Rs 10 every three stations, reaching a maximum of Rs 70. The fare-fixation committee may revise rates with prior approval.
