The Brihanmumbai Municipal Corporation has approved an underground pedestrian link costing Rs 7.02 bn to connect Metro 3 with the Worli Promenade and the proposed landscape garden. The route will enable commuters disembarking at Nehru Science Centre metro station to walk through the Mahalaxmi Racecourse area and under Lala Lajpatrai Road to reach the promenade directly. The tunnel is intended to be around one km long and 7.5 metres wide and is designed to allow a large number of people to travel safely and conveniently.

Officials said the coastal road has emerged as a landmark project for Mumbai and that a large landscape garden has been proposed across around 300 acres alongside it. A reserved promenade will be provided for citizens, but current access is primarily by four?wheelers and there is inadequate connectivity for those using public transport or travelling on foot. The underground pedestrian route is intended to address this gap and improve first? and last?mile access.

The civic body agreed to bear the financial burden for constructing the route while the Mumbai Metro Rail Corporation (MMRC) expressed willingness in June 2025 to undertake the construction. Following a joint meeting in December 2025 the municipal commissioner approved execution through the MMRC to use metro 3 technical capabilities rather than awarding the work to a contractor. The BMC had earlier provided around Rs 25 bn for the Metro 3 project and will fund this pedestrian link.

Authorities said the facility is expected to reduce dependence on private vehicles, encourage greater use of public transport and strengthen pedestrian infrastructure in the area. The route is also expected to boost tourism by improving low?cost access for Mumbai residents and visitors from across India and abroad. Officials indicated that the underground link will effectively connect the metro, coastal road, promenade and landscape garden, becoming an important artery for affordable and safe mobility.
