Vingroup Launches Hanoi–Quang Ninh High-Speed Railway Project

The People’s Committee of Quang Ninh Province, in coordination with Vingroup and the People’s Committees of Hanoi, Hai Phong and Bac Ninh, has officially launched the Hanoi–Quang Ninh high-speed railway project, which is expected to be completed and operational by the end of 2028.
Designed with a maximum speed of up to 350 km/h, the railway is expected to reduce travel time between Hanoi and Quang Ninh by five to seven times, bringing it down to approximately 23 minutes.
The project is being developed by VinSpeed High-Speed Railway Investment and Development Joint Stock Company, a member of Vingroup. The total investment is estimated at over VND 147 trillion (more than USD 5.6 billion), excluding land clearance costs.
Spanning 120.2 km across four localities—Hanoi, Bac Ninh, Hai Phong and Quang Ninh—the railway will be built as a double-track, standard-gauge (1,435 mm), fully electrified line. While the maximum operating speed will reach 350 km/h, the section passing through Hanoi will operate at a maximum speed of 120 km/h.
The project will use next-generation high-speed trains and advanced signalling and communication systems supplied by Siemens Mobility (Germany), with a roadmap for technology transfer to VinSpeed during operations.
The railway will begin at Co Loa Station within the Vietnam National Exhibition Center at Vinhomes Global Gate Hanoi and terminate at Ha Long Station within Globe Forest Park at Vinhomes Global Gate Ha Long. It will include three intermediate stations—Gia Binh (Bac Ninh), Ninh Xa (Hai Phong) and Yen Tu (Quang Ninh)—along with a depot located at the Ha Long terminal station.
Speaking at the launch ceremony, Bui Van Khang, Deputy Secretary of the Provincial Party Committee and Chairman, People’s Committee of Quang Ninh Province, said, "The Hanoi – Quang Ninh high-speed railway is a mega-project that carries significant expectations..."
Representing the investor, Nguyen Viet Quang, Vice Chairman and Chief Executive Officer, Vingroup, said, "Today's launch ceremony for the Hanoi – Quang Ninh high-speed railway affirms Vingroup's strong commitment to contributing to infrastructure development..."

VinSpeed’s Hanoi–Quang Ninh line is its second major high-speed railway project. In December 2025, the company broke ground on the Ben Thanh–Can Gio railway line in Ho Chi Minh City, which is also scheduled for completion in the fourth quarter of 2028.
The new inter-regional railway is expected to boost connectivity across Vietnam’s Northern Key Economic Region and support the country’s broader push toward modern, investor-friendly transport infrastructure.
