A total of 272 road and rail connectivity projects have been identified under the Sagarmala Programme to enhance port-led development in India. These projects are being implemented by various agencies including the Ministry of Road Transport and Highways, the Ministry of Railways, Major Ports, and private concessionaires. Of these, 74 projects have been completed, 67 are under implementation, and 131 remain in the development phase.
To ensure effective coordination and strategic oversight, a National Sagarmala Apex Committee has been established to provide overall policy direction and to review planning and implementation efforts. Additionally, regular meetings of the Maritime States Development Council (MSDC) are convened to align efforts among key stakeholders including Central Ministries and State Governments.
As part of the broader Sagarmala Programme, 839 projects have been identified nationwide, with an estimated investment of approximately Rs 5.79 trillion. Among these, 119 projects—valued at Rs 2.42 trillion—are being executed through Public-Private Partnership (PPP) models. The remaining projects are being implemented through Engineering, Procurement, and Construction (EPC) mode with direct government funding.
To further streamline implementation and ensure financial accountability, the Ministry of Ports, Shipping and Waterways has revised the Sagarmala Funding Guidelines. These updates aim to improve financial discipline and expedite execution timelines for government-supported initiatives.
