The Union Government has approved a Rs 8.87 billion proposal to develop a world-class marina at Mumbai Harbour, a move expected to significantly boost coastal shipping, maritime tourism and waterfront-led urban development in India’s financial capital.

The proposed ‘Viksit Bharat Mumbai Marina’ has been cleared by the Ministry of Ports, Shipping and Waterways in line with the vision of Prime Minister Narendra Modi to create global-standard tourism destinations and strengthen the country’s maritime economy. The project is designed to open up Mumbai’s waterfront for public use while attracting private investment and generating large-scale employment.

Sarbananda Sonowal, Union Minister of Ports, Shipping & Waterways, Government of India, said, “This approval of the ‘Viksit Bharat Mumbai Marina’ marks an important step in our efforts to strengthen coastal shipping and maritime tourism. Guided by the vision of Prime Minister Narendra Modi ji, the project will create world-class infrastructure, open the waterfront for public use, encourage private investment and generate new employment opportunities. It will help position Mumbai as a global maritime tourism hub while advancing India’s broader blue economy goals.”

The project will be executed through a hybrid development model. The Mumbai Port Authority will invest around Rs 4.70 billion to develop core marina infrastructure on an EPC basis, while a private operator will invest approximately Rs 4.17 billion to build onshore facilities. Tenders have already been floated, with bids scheduled to close on December 29, 2025.

Spread over nearly 12 hectares of water area, the marina will have berthing capacity for 424 yachts of up to 30 metres in length. Marine infrastructure will include approach trestles, breakwaters, service platforms, pontoons and gangways. Onshore facilities will comprise a marina terminal, Namo Bharat International Sailing School, maritime tourism centre, hotel and clubhouse, skill development centre, and yacht repair and stacking facilities.
