The Ministry of Ports, Shipping and Waterways (MoPSW), along with its attached and subordinate offices, autonomous bodies and public sector undertakings, actively participated in the Special Campaign for Disposal of Pending Matters 5.0 (SCDPM 5.0), conducted from 2 to 31 October 2025 under guidelines issued by the Department of Administrative Reforms and Public Grievances (DARPG). The campaign focused on institutionalising cleanliness, enhancing sustainability, and ensuring timely disposal of pending matters across the Ministry and affiliated organisations.

Aligned with the Government of India’s priorities of Swachhata, digital transformation and good governance, the campaign emphasised e-waste disposal, record management, space optimisation and accelerated grievance redressal.

MoPSW delivered notable outcomes during the campaign. In addition to clearing pending public grievances and official references, 228 campaigns were conducted across various offices. A total of 28,489 physical and e-files were reviewed, of which 10,755 files were closed or weeded out. Revenue of Rs 41.4 million was generated through scrap disposal, while 111,000 sq. ft. of space was freed, significantly improving workspace efficiency and contributing to a cleaner administrative environment.

Multiple best practices were implemented during Special Campaign 5.0. These included installation of a vermicomposting unit for solid-waste management, collaboration with NGOs and social enterprises to convert waste into useful products, deployment of a Special Campaign 5.0 Rath, removal of dead sea grass from marine areas, creation of installations from scrap materials and enhanced e-waste management measures.

Through these initiatives, the Ministry of Ports, Shipping and Waterways has reinforced its commitment to cleanliness, sustainability and good governance, contributing to a more efficient, environmentally responsible administrative ecosystem across India’s maritime sector.
