Construction of the new modern fishing harbour at Vizhinjam is set to commence in November, coinciding with the second and third phases of capacity expansion at the Vizhinjam International Seaport. The Harbour Engineering Department (HED) has already issued the tender for Package 2, which includes the construction of a 250-metre breakwater built at a 45-degree angle, with an estimated cost of Rs 1.25 billion.

The successful bidder for this package is expected to be finalised within October.

Package 1, covering the core harbour works — including a 500-metre fishery berth, a 235-metre breakwater, and associated facilities — will be implemented by Adani Vizhinjam Port Private Ltd (AVPPL) at an estimated cost of Rs 1.46 billion. Combined, the two packages bring the total project investment to Rs 2.71 billion.

Earlier this week, Fisheries Minister Saji Cherian and Ports Minister V. N. Vasavan chaired a stakeholder meeting attended by representatives from the church and fishing communities. Officials confirmed that all major concerns of local fishermen had been addressed.

According to a senior government official, “The Adani Group and HED intend to begin the breakwater and port works simultaneously. When the seaport’s expansion begins, the fishing harbour construction will start as well.”

The new facility, positioned between the existing harbour and the international port, will feature a jetty, auction hall, locker rooms, administrative offices, toilet blocks, and a canteen. Fishermen’s preference for continuing with traditional boats over trawlers has been integrated into the final design.

Meanwhile, Vizhinjam International Seaport Ltd (VISL) has engaged Engineers India Ltd (EIL) to supervise the upcoming expansion phases of the port, scheduled to begin in November and targeted for completion by December 2028.
