The Jammu and Kashmir Government has spent Rs 7.92 billion so far on the implementation of various Smart City projects across the Union Territory, marking a significant increase in urban infrastructure investments over the past seven years.

According to official data presented in the Assembly, annual spending on Smart City works has seen a consistent rise — from Rs 80.86 million in 2018–19 and Rs 80.34 million in 2019–20 to Rs 2.47 billion in 2023–24 and Rs 2.65 billion in 2024–25. In the ongoing financial year 2025–26, an expenditure of Rs 780.98 million has already been recorded.

The Smart City Mission aims to create sustainable, technology-driven urban centres that provide robust infrastructure, high quality of life, and efficient public services. The initiative focuses on compact, inclusive urban development that can serve as a model for other aspiring cities.

Investments under the Mission cover core urban services such as assured water and power supply, sanitation, solid waste management, urban mobility, affordable housing, IT connectivity, e-governance, and citizen participation. The projects also prioritise women and child safety, improved healthcare and education, and the preservation of open spaces to enhance livability.

The Housing and Urban Development Department said that Smart City projects promote mixed land use, walkable and cyclable neighbourhoods, and multi-modal transport systems to curb congestion and pollution. Each city under the Mission is being developed with a distinct identity rooted in its cultural and economic strengths, supported by transparent, citizen-friendly governance through digital platforms.

The government added that adopting smart infrastructure and management tools is helping make Jammu and Kashmir’s cities more resilient, resource-efficient, and better equipped to meet the demands of modern urban living.
