The Centre informed the Lok Sabha that 157 of the 161 projects sanctioned under the Srinagar Smart City Mission have been completed, representing 98 per cent of approved projects. The completed work was reported to have cost Rs 35.3 billion (bn) and the total sanctioned value was Rs 36.33 bn. The minister cited data reported by Srinagar Smart City Limited showing completion figures as of March 31, 2026.

The figure was provided in response to Unstarred Question Number 882 raised by MP Aga Syed Ruhullah Mehdi and answered by the Minister of State for Housing and Urban Affairs Tokhan Sahu. The ministry stated that the city had undertaken 161 projects valued at Rs 36.33 bn and that 157 had been completed by the end of the financial year. The projects spanned water, sanitation and hygiene, smart mobility, governance, energy and environmental measures.

The MP had sought details about persistent waterlogging and flood-like conditions following rainfall and questioned whether the Smart City programme included dedicated storm-water drainage and flood mitigation works. The ministry said Smart City proposals are prepared locally based on city-specific requirements and are approved by the State High Powered Steering Committee after consultations with stakeholders including citizens. The ministry did not specify individual storm-water drainage or flood mitigation projects or provide an assessment of causes of the waterlogging.

On accountability the government advised that audits of Smart City Special Purpose Vehicles are carried out by the State Auditor General under the Companies Act, 2013. The ministry indicated that financial and procedural scrutiny follows statutory provisions and state level oversight. No separate technical audit of drainage or flood mitigation was detailed in the reply.

The reply noted that completion figures were recorded as of March 31, 2026 and that the programme targeted multiple urban service areas. Officials said that while project completion is high, localised drainage challenges had been raised by MPs and remain subject to further assessment. The ministry emphasised procedural approvals and audit arrangements rather than offering a technical diagnosis of recent waterlogging events.
