Two judges of the Kerala High Court, Justice Bechu Kurian Thomas and Justice Gopinath P, will inspect the Brahmapuram waste management plant on 11 September as part of the suo motu proceeding on the plant's maintenance. The inspection was scheduled to allow the bench to assess conditions on site and to verify representations made by municipal and state authorities. The court listed the site visit during a hearing and directed officials to prepare for an on-site review.

The bench instructed authorities to file a detailed report on the plant's present functioning ahead of the visit. It said the progress claimed by authorities would be verified during the inspection and asked for documentation of remedial measures already implemented. The court emphasised that factual records should accompany the report to enable a clear assessment of operational gaps.

Expressing concern over rampant incidents of illegal waste dumping in the city, the court urged local bodies to undertake not only removal of waste from public spaces but also stringent action against those responsible. It asked authorities to identify individuals and groups involved in illegal dumping and to impose fines on offenders. The bench indicated that vehicles used for illegal dumping could be confiscated and that release should be subject to strict conditions and confiscation proceedings.

The court observed that absent firm enforcement and awareness measures, habitual dumping would persist because of prevailing public attitudes. It stressed the need for wide-ranging awareness campaigns and directed that schools be issued instructions to promote behavioural change among children and families. The bench warned that without sustained public education and enforcement, waste management would remain a substantial burden on government and local authorities.
