KREDL seeks consultancy for 500 MW Bidar Solar Park Project

KREDL, the Karnataka Renewable Energy Development Limited, has issued an invitation for consultancy firms to tender bids for the comprehensive planning of a 500 MW solar park in Bidar.

The deadline for bid submissions is September 14, 2023. Only bidders previously prequalified by the Karnataka government are eligible to participate in this bidding process.

The project's scope encompasses the creation of detailed project reports, feasibility studies, solar resource evaluations, energy production estimations, and the optimisation of plot dimensions, layouts, and infrastructure.

Bidders are required to furnish a bid security of Rs 50,000 ($602). The selected bidder must also provide a performance bank guarantee equal to 10% of the total contract value within four working days of receiving the order acceptance.

Upon receiving the letter of award, the chosen bidder must conclude and execute the contract agreement within seven days.

Initially, the consulting firm will craft a concise feasibility report to understand the project's business model. Afterward, in collaboration with KREDL, the consulting firm will present an initial draft of the solar park's detailed project report (DPR).

Once written approval is received from KREDL, the consulting firm is obligated to deliver the final DPR as per the specifications outlined in the request for proposal.

The timeline for deliverables, starting from the contract agreement date, is as follows: the draft feasibility report should be provided within four weeks, followed by the final feasibility report, expected within two weeks after receiving written feedback on the draft.

Subsequently, the draft DPR must be submitted within four weeks from the date of acceptance and approval of the feasibility report. Finally, the conclusive DPR is to be delivered within two weeks of KREDL's acceptance of the draft DPR.

The entire project should be completed within 12 weeks from the date of signing the contract agreement.

Failure to meet the established deadlines may result in penalties imposed by KREDL. These liquidated damages will amount to 0.5% of the contract price for each week of delay, with a maximum cap set at 10% of the total contract value.

Furthermore, if the cumulative penalty exceeds 10% of the contract value, KREDL reserves the right to terminate the contract without incurring any liability.

The bidding entity should operate as a single unit, with a team composed of personnel possessing the relevant qualifications and experience.

In January, KREDL invited bids for the installation and commissioning of grid-connected distributed solar power systems. This initiative aimed to solarise agricultural feeders covering 75,000 individual pump sets under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program.
