01 Dec 2021

The Delhi Public Works Department has issued a request for proposals for the Operation and Maintenance (O&M) of a solar photovoltaic (PV) project with a capacity of 1 MW. The project is located in New Delhi's Thyagraj Sports Complex.

The project is expected to cost $1.22 million or $16,340.

The deadline for bids is December 2, 2021. On the same day, bids will be opened.

An earnest money deposit of Rs 24,471 or $327 is required of all bidders. Before beginning work, the winning bidder must pay a security deposit of 2.5% of the contract value. Bidders must pay a performance guarantee of 3% of the contract value.

The scope of work includes operation and maintenance of a 1 MW solar PV power project that includes a 1500 kVA transformer, high tension and low tension panels, four 250 kW solar grid type inverters, 3,640 280 W solar panels, array junction box, main junction box, and programmable logic control panel with a monitoring system computer power evacuation arrangement.

In the previous seven years, the bidder should have completed one similar work worth not less than 979,000 dollars or $13,056, two similar works worth not less than 734,000 dollars or $9,788, or three similar works worth not less than 489,000 dollars or $6,521.

By increasing the actual value of work at a simple rate of 7% per year, the value of the executed works will be brought up to the current costing level. A fine of Rs 150 or $2 per hour will be imposed if the contractor fails to provide operations and maintenance due to the absence of operating staff.

Bharat Heavy Electricals Limited recently issued a request for proposals for the operation and maintenance of 1.1 MW of rooftop solar projects in Uttar Pradesh and Jharkhand.

The Agency for New and Renewable Energy Research and Technology (ANERT) had previously issued a request for vendors to operate and maintain its 2 MW solar project in Kerala's Kuzhalmannam district.
