The Odisha Renewable Energy Development Agency (OREDA) has now issued a tender to solarise 43 government buildings in Bhubaneswar. This comes under the Bhubaneswar Renewable Energy City Programme. The state capital is also one of the smart cities of India.

As per the mandate of the tender, the solar developer would solarise these government buildings through solar rooftops and connect the same with the grid. OREDA sought bids from companies interested in undertaking the project under the RESCO model. All these buildings come under the Bhubaneswar Municipal Corporation’s (BMC) jurisdiction.

The period of operations of these projects post-commissioning is 25 years. “The energy generated from the project shall be solely for the procurement of the beneficiaries on payment of the TPA Tariff as a result of the completion of the E-reverse auction. The TPA Tariff shall include all statutory taxes, duties, levies, cess, etc., if applicable, as on the last Bid submission date. The TPA Tariff is a single levelized tariff for the project and shall be applicable for all the 25 years of the TPA period from the date of achieving the COD,” the tender document read.

The tender, meanwhile, has also asked the developers to ensure the use of Make in India solar modules in these projects as per the specifications and testing requirements fixed by the Ministry of New and Renewable Energy (MNRE).

The tender said that the bidders would have to take care of the designing, engineering, procuring, supplying, taking insurance, packing, forwarding, loading, transporting, unloading, safekeeping of the equipment, constructing, installing, erecting, testing, and commissioning of the project by the Scheduled Commercial Operation Day.
