RUMSL Initiates Tender for Solar Projects in Madhya Pradesh

Rewa Ultra Mega Solar Limited (RUMSL) has issued a tender inviting bids for the establishment of 114 MW ground-mounted solar power projects across three districts in Madhya Pradesh. The initiative, in collaboration with Madhya Pradesh Power Generation Company (MPPGCL), aims to integrate solar power into existing thermal power project sites.

The tender, with a submission deadline of September 22, 2023, holds significant potential for transforming Madhya Pradesh's energy landscape. The allocated solar capacities for respective thermal power stations are: Sanjay Gandhi Thermal Power Station in Birsinghpur (31.6 MW), Amarkantak Thermal Power Station in Chachai (38.6 MW), and Shree Singaji Thermal Power Station in Khandwa (43.8 MW). Collectively, these projects will contribute to a total capacity of 114 MW, advancing the state's renewable energy goals.

Transitioning to solar power at these thermal sites is linked to the existing Power Purchase Agreement (PPA) between MPPGCL and Madhya Pradesh Power Management Company. Surplus solar energy may be introduced into the exchange market as part of the Flexibility Program in case of insufficient thermal power replacement.

MPPGCL is facilitating the required land for project development, a crucial step in expanding sustainable energy infrastructure. Bidders must submit a bid security of ₹800,000 (~$9,643) per MW of the quoted capacity.

Selected bidders are required to provide a Performance Bank Guarantee (PBG) of ₹1.6 million (~$19,287) per MW of allocated capacity. Eligibility criteria include prior experience in ground-mounted solar projects in India, with a cumulative capacity of at least 92 MW in the last seven years, along with a minimum individual project capacity of 44 MW. Financial prerequisites demand bidders to maintain a net worth of at least ₹8 million (~$96,427) per MW of the quoted capacity.

This initiative follows RUMSL's recent auction successes for a 300 MW floating solar park at Madhya Pradesh's Omkareshwar reservoir in Phase II, showcasing the state's commitment to expanding renewable energy ventures.
