BREDA Invites Bids For Model Solar Village DPRs Across Bihar
The tender adopts an open tender system with a two-part item rate format and will use the Quality and Cost-Based Selection method to balance technical capability with financial competitiveness. The tender document was issued and approved by Dilip Kumar, the Chief Engineer and Project Director of BREDA. Interested consultancies are required to meet specified financial and technical eligibility criteria.
Each bidder must submit an earnest money deposit of Rs 0.2 million (Rs 0.2 mn) and pay a tender fee of Rs 11,800 along with a processing fee of Rs 5,900, and BREDA has stated that no exemptions will be allowed for these payments. Required submission materials include proof of legal registration, PAN and GST certificates, average annual turnover for the last three financial years, an undertaking confirming the firm is not blacklisted and experience certificates of key professionals. The tender will be evaluated on both quality and cost components.
The bidding process opened on 24 July 2026 and an offline pre-bid meeting is scheduled for 3 August 2026 from 11:00 to 12:00 at Akshay Urja Bhawan in Patna. The last date for online bid submission is 18 August 2026 at 23:30, while physical documents must be submitted by 19 August 2026 at 14:00 and bids will be opened at 15:30 on the same day. All bids will remain valid for 180 days from the date of opening.
The assignment is intended to produce district-level DPRs that will guide deployment of household and community solar solutions under the scheme and support rural electrification objectives. Consultancies with prior experience in renewable energy project development and adequate staffing are expected to be competitive.
