CEL To Build 4.125 MW Solar Plant At IIT Kharagpur
Under the project, CEL will undertake the design, engineering and supply of the complete balance of system, including solar photovoltaic modules. The scope of work also includes the procurement, installation and commissioning of a 4.125 MW (AC) grid-connected solar photovoltaic power plant within the IIT Kharagpur campus. Once operational, the plant will generate clean electricity on-site and reduce reliance on conventional power sources.
The solar installation is expected to significantly lower the institute’s carbon footprint while delivering long-term energy savings. By generating renewable power internally, IIT Kharagpur can reduce electricity expenditure and redirect savings towards academic programmes, research infrastructure and student development. The project is aligned with national clean energy objectives and the broader push to increase solar adoption across public institutions.
CEL has floated a tender for the project, referenced as C-2(b)/WC/0700/2526/0009, which was published on December 23, 2025. Bidders are required to submit a two-packet bid comprising a technical bid and an online price bid. The technical bid must include all mandatory documents such as product catalogues and relevant registration certificates, while the price bid must be submitted separately through the online bill of quantities.
As part of the eligibility conditions, bidders must submit an earnest money deposit of Rs 3.6 million. The successful bidder will also be required to provide a performance bank guarantee equivalent to 5 per cent of the total contract value to ensure proper execution, performance and maintenance of the solar power plant.
The tender process follows a defined timeline, with bid submission opening on December 23, 2025 at 11:00 hours. The deadline for document download and bid submission is January 10, 2026 at 15:00 hours, with technical bids scheduled to be opened the same day at 15:30 hours.
Beyond its environmental and financial benefits, the project is expected to serve as a practical learning platform for students and researchers at IIT Kharagpur, offering hands-on exposure to renewable energy systems and supporting education, innovation and sustainability-focused research.
