Punjab Floats 50 MWp Rooftop Solar Tender Under RESCO Model

The Punjab Energy Development Agency (PEDA) has invited bids for implementing 50 MWp of grid-connected rooftop and ground-mounted solar photovoltaic systems at government buildings across Punjab. The projects will be developed under the Renewable Energy Service Company (RESCO) model and supported by a payment security mechanism. Bids must be submitted by October 29, 2026.

Bidders must apply for an aggregate capacity of at least 1,000 kWp and up to 50 MWp. Applications below the minimum capacity will be rejected. The selected developers will be required to submit project documents within 15 days of signing the Power Purchase Agreement, while PEDA will facilitate the process without accepting responsibility for the availability of buildings or the signing of agreements for individual sites.

The tender provides for a single tariff applicable to all bidders under the RESCO model, with participants required to quote a levelised tariff in Rs./kWh for a 25-year period beginning on the commissioning date. Capacity will be allocated according to the lowest levelised tariff. The developer will own the systems and remain responsible for their operation and maintenance throughout the 25-year project life.

The scope includes identifying sites, conducting surveys and solar potential assessments, preparing feasibility reports, designing and supplying systems, undertaking civil works, and completing erection, testing and commissioning. Developers will also be responsible for project proposals, quality control, net metering or net billing arrangements, and long-term operation and maintenance.

PEDA will charge a one-time service fee of Rs. 1,350/kWp, plus 18 per cent goods and services tax, based on project capacity. The non-refundable fee must be paid for each project within 30 days of the work order. Delayed payments will attract interest at 12 per cent a month, calculated daily until settlement. PEDA may cancel the sanctioned capacity and forfeit 100 per cent of the performance bank guarantee if the fee remains unpaid. System owners will pay the agreed tariff monthly for the electricity generated, while surplus power may be exported to the grid under applicable Punjab State Electricity Regulatory Commission policies.
