DDA Approves Master Plan Delhi 2047 Emphasising Affordable Housing
The amendments remove the need for no-objection certificates from the Delhi Pollution Control Committee, Chief Inspector of Factories, Delhi Jal Board and Forest Department for routine building permits, a change intended to reduce compliance burdens and improve Ease of Doing Business. The authority said a corridor-based Transit-Oriented Development (TOD) policy will boost housing supply along metro and rail routes. Under the TOD approach, about 1.7 million (mn) dwelling units are expected to be developed in the 10-year span around transport hubs.
The corridor plan opens roughly 207 sq km, covering 500 metres on either side of metro corridors and a 500-metre radius around RRTS and railway stations for mainly affordable housing provisioning. Residential high-rises in the 250-metre band on either side of Urban Extension Road II may also be included to bridge dwelling shortfalls. The DDA further prohibited concrete structures in the core area of the Yamuna floodplain while allowing only recreational facilities in the adjacent zone.
Under the refreshed land pooling policy, where right-of-way is 30 metres or more the DDA will develop the road network, and built-up two-storey DDA housing schemes will be granted uniform redevelopment rights on par with vacant plots. The MPD will be sent to the Ministry of Housing and Urban Affairs for final approval and notification, completing a cycle that began with the first master plan in 1962 and subsequent plans in 2001 and 2021. The plan is framed to support sustainable and inclusive urban growth, faster project approvals and greener public spaces across the national capital.
