DDA Approves UBBL Amendments And Redevelopment Policy

The Delhi Development Authority (DDA) approved amendments to the Unified Building Bye-Laws (UBBL)-2016 to simplify building plan approvals and reduce compliance burdens at a meeting chaired by Lieutenant Governor Taranjit Singh Sandhu. The Authority also approved a policy for reconstruction and redevelopment of old DDA-built two-storey dwelling units and a change of land use for a Metro Depot on the Rithala-Kundli Corridor in Narela Sub-City. The meeting was attended by DDA vice chairman N. Saravana Kumar, chief secretary Rajiv Verma and other members.

The amendments de-link the prior requirement for No Objection Certificates from the Delhi Pollution Control Committee, the Chief Inspector of Factories, the Delhi Jal Board and the Forest Department for building permits to reduce procedural delays and speed approvals. The change aims to streamline statutory clearances while maintaining environmental and safety oversight.

The Authority approved a redevelopment policy to permit reconstruction of built-up two-storey units on individual plots in older schemes developed under MPD-1962, many of which are over 50 years old and structurally deficient. Redevelopment rights will be aligned with those for vacant residential plots, subject to plot size, prevailing MPD provisions, structural safety certification and compliance with the Unified Building Bye-Laws, applicable floor area ratio, ground coverage, height and fire safety norms. Applicable conversion charges, betterment levy where relevant and scrutiny fees will apply.

A change of land use of 19.63 Ha from recreational and public and semi public to transportation was approved to enable a Metro Depot for the Rithala-Kundli Corridor in Narela Sub-City, Zone P-I. The extension of the Red Line from Rithala to Kundli is intended to strengthen urban mobility, provide seamless connectivity and reduce travel time for thousands of daily passengers by linking North West Delhi, Rohini and Narela with Haryana. The Authority said improved access is expected to stimulate development near new residential projects and the proposed University Hub at Narela and that the proposal will be sent to the Ministry of Housing and Urban Affairs for final Gazette notification.
