L&T Secures Major Mulund Rental Housing Contract

Larsen & Toubro has secured a major construction contract from Adani Navbharat Developers Private Limited to build a large rental housing complex in Mulund under the Dharavi Redevelopment Project. The order has been awarded to L&T's Residential, Commercial Buildings and Factories vertical and is valued between Rs 50 bn and Rs 100 bn. Market sources reported resistance from some local residents over relocation of Dharavi beneficiaries.

The scope covers the design and turnkey construction of 26 towers of about 120 metres each and includes structural work, architectural finishes and electromechanical services. L&T plans to use large-wall panel precast construction with components manufactured at a dedicated facility and assembled on site to improve quality and speed. The project will occupy a 42.51 acre salt pan parcel that the state government allotted in October 2024 and handed over in April 2025.

The Mulund plot is part of a 58 acre Jamasp salt pan area leased for 99 years, and Adani Realty paid Rs 3.2 bn to the Salt Commissioner. The Mulund site and other parcels outside Dharavi will provide rental housing for slum dwellers deemed ineligible for on site rehabilitation. The redevelopment master plan covers a net developable area of 108.99 hectares and caters to an estimated population of 0.485 million (mn), envisaging about 72,000 housing units including 49,832 rehabilitation homes and 8,700 renewal units.

The redevelopment is being implemented through a special purpose vehicle in which Adani Navbharat Developers holds an 80 per cent stake and the Maharashtra government holds 20 per cent. Adani Group secured the project with a winning bid of Rs 50.69 bn against a Rs 20.25 bn bid, and the overall scheme is estimated to cost more than Rs 200 bn. L&T's RCF business has executed engineering, procurement and construction projects across sectors and expects precast to aid delivery timelines and build quality.
