AI Tool SabhaSaar Adopted By Over 92,000 Gram Panchayats

The Government is introducing Artificial Intelligence tools to strengthen the functioning of Gram Panchayats. On 14 August 2025, the Ministry of Panchayati Raj launched SabhaSaar, an AI-driven meeting-summarisation tool that generates structured minutes from Gram Sabha and other Panchayat meetings using audio and video recordings. The tool uses advanced Natural Language Processing and is integrated with BHASHINI, the National Language Translation Mission, to provide multilingual support.

SabhaSaar has been made available to all States and Union Territories, with adoption gradually increasing. During its initial rollout, all 1,194 Gram Panchayats in Tripura were encouraged to use the tool for the Special Gram Sabhas on 15 August 2025. On that day, 12,667 Gram Panchayats used SabhaSaar, rising to 77,198 during the 2 October 2025 Gram Sabha. As of 28 November 2025, a total of 92,034 Gram Panchayats had adopted the tool for automated meeting summarisation.

Through its integration with BHASHINI, SabhaSaar currently supports text-to-text translation in 22 Indian languages and voice-to-text transcription in 13 languages, enhancing accessibility across diverse linguistic regions.
