Chief Minister Samrat Choudhary has directed state officials to establish 11 mega industrial parks across Bihar to strengthen regional manufacturing capacity. He instructed the administrative machinery to identify suitable land parcels, to engage in preliminary surveys and to prepare detailed project reports for each park that address connectivity and resource needs. The order emphasised streamlined clearances and coordinated action among departments to expedite development and to reduce procedural delays. Officials were asked to prioritise connectivity, utilities and basic infrastructure planning while ensuring environmental and land acquisition norms are respected.

The state administration was tasked with setting up interdepartmental teams to oversee site selection, to carry out due diligence and to coordinate with district authorities. Engagements with potential investors and industry associations were to be facilitated to shape park proposals in line with market requirements and long-term industrial strategies. Emphasis was placed on creating single window facilitation for approvals, on easing procedural compliance and on providing land acquisition support where necessary.

The parks are intended to expand industrial capacity, promote manufacturing, diversify the economic base and to create employment opportunities across districts. The initiative was presented as a means to attract domestic and foreign investment while strengthening supply chains for small and medium enterprises and enhancing regional value addition. Policy measures and incentives were suggested to enhance the appeal of the designated zones and to support ancillary industries and logistics services.

Officials were directed to submit periodic progress reports to the chief minister's office and to adhere to timelines set by the state government for planning and approvals. A monitoring mechanism was to be instituted to review implementation, to identify bottlenecks and to coordinate remedial action among agencies. The state administration indicated that further announcements on locations, incentives and investment details would follow as planning advances and as consultations with stakeholders conclude.
