The Centre is digitising and consolidating Delhi's land records as a development priority, a ministry official said at an ASSOCHAM event in New Delhi. The urban land digitisation programme was proposed in the July 2024 union budget and is being pursued to improve property administration. The official said collated records are essential to resolve ownership disputes and streamline transactions.

The Master Plan for Delhi has been framed to give clear directions to the real estate sector rather than outline aspirations, and its release was intended to signal where development will proceed. The government has eased regulatory bottlenecks and set up a single-window mechanism to reduce the need for developers to approach multiple agencies. Industry bodies were urged to form an umbrella organisation and present specific delay cases for resolution.

Transit-oriented development has been simplified under a revised framework permitting a maximum floor area ratio of 500 on plots of at least 2,000 square metres with an 18-metre road, with 65 per cent of permissible FAR reserved for residential use. Regulators have relaxed constraints and officials are monitoring market response to the changes. The ministry said the steps are intended to make higher density development around metro stations commercially viable.

The ministry noted potential demand for smaller homes near metro stations and illustrated this with a pricing example, saying a property priced at three million (mn) could be marketed as a compact unit of around 30 square metre rather than larger layouts. The official questioned the absence of corresponding supply despite evident willingness among buyers and urged developers to convert intent into projects. According to the Economic Survey 2023-24, digitisation of land records is expected to improve transparency in land transactions, reduce ownership conflicts and enhance the efficiency of land management.
