State-owned Engineers India Ltd (EIL) has signed a memorandum of understanding with the Directorate General of Maritime Administration (DGMA) to provide engineering consultancy, technical advisory and project management services for the development and modernisation of India's maritime infrastructure. The agreement establishes a formal framework under which EIL will support the maritime regulator in planning, developing and implementing projects across the sector. The pact underlines a coordinated approach to upgrading ports, terminals and offshore facilities.

The scope of work encompasses feasibility studies, infrastructure planning, technology integration and capacity enhancement, together with other specialised technical services to be identified jointly by the parties. EIL will draw on its experience in hydrocarbon, marine and offshore engineering to advise on design, construction and operational aspects. Project management and technical advisory roles will include risk assessment, procurement support and quality assurance to ensure timely delivery and adherence to regulatory standards.

The collaboration will also harness EIL's capabilities in digital solutions, sustainability assessment and infrastructure development to inform decision making and optimise asset performance. The partnership aims to promote the adoption of modern technologies and practices that can improve operational efficiency and environmental performance in port and coastal operations. Capacity building and knowledge transfer are included in the framework to strengthen institutional competencies across the maritime administration.

The Directorate General of Maritime Administration functions under the Ministry of Ports, Shipping and Waterways, while EIL is a public sector engineering consultancy and an engineering, procurement and construction company under the Ministry of Petroleum and Natural Gas. The agreement is presented as a strategic step to align technical expertise with policy objectives and to accelerate the delivery of projects intended to support trade, coastal economy and national connectivity.
