Hyderabad Infrastructure Plan Sets Out Rs. 520 bn Expansion

Telangana has outlined a broad infrastructure programme for Hyderabad and surrounding districts, covering roads, metro rail, regional connectivity, water supply and cleaner public transport. Deputy Chief Minister Mallu Bhatti Vikramarka said projects worth Rs. 520 bn were progressing across the city, including works valued at Rs. 350 bn within the Hyderabad Metropolitan Development Authority area.

The government plans to expand Hyderabad Metro Rail by 122 km under Phase-II at an estimated cost of Rs. 380 bn. Proposed corridors would connect the Old City, Rajiv Gandhi International Airport, Patancheru and Hayathnagar. The announcement, made alongside the launch of a common pass for Telangana State Road Transport Corporation and Hyderabad Metro Rail services, did not specify station locations, construction packages, funding arrangements or completion dates.

A 362-km Regional Ring Road, estimated to cost Rs. 306.27 bn, is intended to extend development beyond Hyderabad and connect districts across Telangana. The government is also developing 21 radial roads between the Outer Ring Road and the Regional Ring Road. Alignment approvals have reportedly been issued for 10 roads, while work has begun on two. Details on land acquisition, traffic forecasts and construction schedules were not provided.

The wider programme includes drinking water lines and Phase-I works for the revival of the Musi River, although the announcement gave no details on coverage, cost or implementing agencies. It also includes 550 electric buses already introduced in Hyderabad, 2,200 additional buses planned and Rs. 2 bn sanctioned to retrofit diesel auto-rickshaws for electric operation.

The figures indicate an ambitious metropolitan expansion, but cannot be combined into a single investment total because the stated amounts may overlap. The announcement does not identify which schemes are approved, funded, tendered, under construction or complete. Its impact will depend on coordination between urban authorities, transport agencies and the state government, as well as on integration between buses, metro services, roads, utilities and new development areas.
