Kerala Says Rs 10k Cr Maritime Target Reflects Multiple Projects

After media reports said Tata Group officials denied a single-company commitment, the state government clarified that Rs 10,000 crore was the total maritime investment it aims to attract rather than a finalised deal. The clarification formed part of a damage control exercise and sought to correct interpretations. The government said the sum represented a cumulative target to be realised through multiple projects under Mission Samudra.

Mission Samudra was outlined as a comprehensive maritime development plan to leverage Kerala's coastal assets, including Vizhinjam International Seaport, Cochin Port and Cochin Shipyard, and to integrate shipbuilding, ship repair and offshore fabrication. The statement said the initiative aimed to attract both domestic and international investors across logistics and coastal manufacturing. It added that project-level details would be disclosed when they reached final stages.

The government said a joint venture involving a Tata Group subsidiary is setting up a shipbuilding unit at Cochin Port, facilitated by the state. The project involves Malabar Cements Ltd and Artson Engineering Ltd, a subsidiary of Tata Projects, and has secured major clearances with land allotted by the Cochin Port Authority. Authorities described the development as a step towards a modern shipbuilding ecosystem in the state.

Officials reiterated that talks are on with several leading domestic and international investors and expressed confidence these would translate into major investments. The statement contrasted the aggregate Rs 10,000 crore target with a separate Mediterranean Shipping Company proposal of Rs 13,000 crore, noted earlier as a single large foreign investment in port infrastructure. The Rs 10,000 crore target equals 100 billion (bn) and the MSC proposal amounts to about 130 bn.

The damage control note reiterated that the government would announce individual projects transparently once terms were finalised and that the overall figure was intended to catalyse maritime services, coastal manufacturing and logistics. Officials signalled continued engagement with prospective investors while stressing compliance with regulatory requirements. The state presented the aggregate target as an objective to be achieved through multiple investor commitments over time.
