The Mumbai Metropolitan Region Development Authority has appointed Singapore-based Surbana Jurong Infrastructure Pte Ltd to prepare a vision document, master plan and comprehensive planning framework for Mumbai 3.0, a proposed new town formally described as the Karnala-Sai-Chirner New Town. The development is planned across 323.44 square kilometres in Raigad district and will encompass 124 villages in Uran, Panvel and Pen talukas. The appointment marks the start of the detailed planning phase for what the state government is positioning as a major growth centre between Mumbai and Navi Mumbai. Planning work will establish the spatial and regulatory framework for subsequent project stages.

The proposed KSC New Town is envisaged to include modern residential townships alongside commercial zones, logistics parks and employment centres designed to attract industry and services. The plan will identify land for institutions and businesses linked to education, healthcare, technology and innovation as well as space for commerce and associated support services. Authorities intend the development to create diverse economic opportunities while enabling planned urban expansion rather than ad hoc growth. Infrastructure standards and land use policies will be aligned to support mixed use and sustainable development.

The site is located close to the influence zones of the Atal Setu, also known as the Mumbai Trans Harbour Link, and the Navi Mumbai International Airport, which is expected to enhance connectivity and logistics efficiency. Planners foresee multimodal links including road, metro and rail connections that will integrate the new town with existing metropolitan networks. The MMRDA began the land acquisition process in April 2026 and has offered landowners compensation options including monetary payments, compensation through floor space index and transferable development rights, and a land pooling model. Under the pooling arrangement eligible landowners may receive a portion of developed land in exchange for contributing their holdings to the project.

The state government says the project forms part of a strategy to relieve population and infrastructure pressure on Mumbai and Navi Mumbai. The vision document and master plan prepared by Surbana Jurong will shape the 323.44 square kilometre development.
