Haryana Chief Minister Nayab Singh Saini presented the state budget and proposed a new power distribution company, Haryana Agri Discom, to supply electricity to all 5,084 agricultural feeders and 0.712 million (mn) farm consumers. The measure is intended to ensure uninterrupted power supply to farms and to streamline agricultural electricity distribution. The proposal formed a central plank of the presentation.

The budget provided for 20 per cent reservation in Haryana Police recruitment for Agniveers who complete service in the Indian Army and proposed recruitment of 1,300 Agniveers next year. A Haryana State Disaster Response Force with 1,149 personnel will be created with significant participation from Agniveers. These announcements were framed as part of broader security and personnel reforms.

An autonomous artificial intelligence driven Digital College will be established and, if successful, 10 similar institutions will follow. Four polytechnics will be set up in identified towns at a cost of Rs 550 million (mn). Under the AI Mission, 0.1 million (mn) youth will receive training to enhance employability.

Capital expenditure for 2026–27 was proposed at Rs 282.05 billion (bn), representing 12.6 per cent of the outlay. The World Bank approved Rs 27.16 billion (bn) for the Haryana Clean Air Project and a Rs 1 billion (bn) Green Climate Resilience Fund was proposed to promote zero emission vehicles, renewable energy and climate resilient agriculture. The fiscal deficit was projected at Rs 402.93 billion (bn), or 2.65 per cent of GDP, with the revenue deficit at 0.87 per cent.

Security enhancements include an Anti Terrorist Squad under an inspector general rank officer, with police stations in Gurugram and Panchkula budgeted at Rs 355 million (mn). The budget proposed urban initiatives and upgrades to sports infrastructure, and allocated Rs 6.10 billion (bn) to guarantee 125 days of wage employment to every rural family. Healthcare measures include Har Nari, Swasth Nari clinics and a drive to vaccinate 0.3 million (mn) fourteen year old girls against human papillomavirus; renewable proposals include biomass projects totalling 200 megawatts (MW) across 13 districts and a Rs 5 billion (bn) Saksham fund for industry.
